1) Begin by choosing your paper and adding your photo.
2) Add mat or frame if you would like - this is not necessary.

3) Select the largest mat or frame or the photo itself if there is no mat or frame and with it selected Make New Layer and fill with color you would like the glow to be. For my layout I chose light yellow.

3) With the largest mat/frame selected we want to make it bigger by Select/Modify/Expand and enter a number according to how big you want the glow to be. I used a setting of 44. The fill the new selection with the color you chose for your glow to be.

4) Deselect the larger box and move the layer under all the frames/mats and photo.

5) With the layer with the box to create the glow selected, from the menu choose Filter/Blur/Gaussian Blur. Enter a setting to achieve the glow effect you want. I chose a setting of 46.7. You will preview the effect change on your layout as you move the setting.

6) You have created your glow!
7) Add embellishments, journalling or whatever you desire to finish your layout!

Quick Tip: Another way to add a glow to a photo is to double-click the layer of photo or mat that you would like to glow, when the Layer Style box appears - double-click on the Outer Glow box and adjust the settings to your liking while previewing it on the layout.
